It is widely argued that involved community participation in the public policy formulation components can increase in all corners the positive outcomes on socio-economic development which bring out positive result on social and environmental change.
According to Margaret Betz 1999, Community is a way of relating to other persons as brothers and sisters who share a common origin, a common dignity, and a common destiny. Community involves learning to live in terms of an interconnected "we" more than an isolated "I'.
According to Charles 2013, public policy formulation is a Process where the members of community identify their needs, desires and demands with the purpose of being approved by the community’s representative and appropriate into action by the executive who are the Project Experts.

Actors of Public Policy formulation
Community (Local to the central), Community’s Leaderships, Security Services (Protectors and secure organs), The private sector (the implementers of the Projects), Multinational, Transnational and Regional Corporate which are implementing their accomplishments in the community’s space (big companies), Multilateral, trilateral and bilateral ties (Embassies, High commissions and NGOs), International Community (SDGs fromUN..)
According to Berman 1978, Public policy implementation can be considered as process of carrying out a government decision.
The implementation of the public policies which are either national development policies (EDPRS I, II in Rwanda) should be orienting to the communities views and backbone that could enable the involvement of them by attaining their socio-economic development, (muyombano, 2013)

CONTRIBUTION
Initiation Views come from community; Public policy should based on the community’s Goals and Objective;  Public policy implementation  go back to the community; Community are constituents of public policy through legislative, Community participate by securing, supporting and advising the implementation and achievements of their goals; Private sectors and international community participation

CHALLENGES
Community Perception on public policy formulation; Miscommunication between Executive (implementers) and Community (receivers); Unrelated activities because there are no community’s  involvement; Insufficient budget and condition donors are given; Insufficient Domestic saving (GDP growth); Lack of loyalty (patriotism) and Community Ignorance; Lack of Insufficient Technology; Lack of Protocol Statement

RECOMMENDATIONS
Equitized Community on public policy decision making, Provide the facilitation channel of the Communication between community (people) and Executive (implementers), Consulting the community before formulation and implementing; Self-reliance as community’ tools of their achievement; we would like to address all it may concern to allow the community to be involved in PPI;  encourage legislature to monitor PPI; encourage all of you to set the public policies hierarchically (Public Policies formulation and implementation) different
