La stratégie de taille de l'échantillon Stratum a été conçue pour déterminer le nombre des banques par État partenaires de la communauté de l’Afrique de l’Est, soutenue d’une formule mathématique des dimensions spécimen de Strate. Cette formule a donné le résultat centré sur les banques commerciales suivantes: 3 Banques C. sur 12 basées au Rwanda; 10 sur 48 au Kenya; 8 sur 35 basées en Tanzanie; 6 sur 25 basées en Uganda; 5 sur 22 basées au Sud Soudan 2 sur 10 basées au Burundi. 100% des participants dans ladite recherche ont confirmé que leurs Banques commerciales utilisent les services bancaires soutenus par les téléphones ambulants et plus de 76% ont montré que le système bancaire électronique contribue abondamment à la performance économique de ces banques commerciales qui facilitent les activités des clients.

Abstract- The aim of the study was to analyses contribution of Rwanda Partnership Strategy to its Economic Development, from 2000 up to 2015; The study was guided by the following specific objectives: to demonstrate the contribution of Technical partnership on economic development in Rwanda; to assess the contribution of Financial partnership on economic development and lastly to determine the contribution of common market partnership on economic development in Rwanda. Both qualitative and quantitative research approaches were used. Data were collected by means of interviews, observational schedules, and documentary analysis procedures. The number of questionnaires, administered to all the respondents was 82. A total of 81 questionnaires were properly filled and returned from the Institutions employees. This represented an overall successful response rate of 98.8%. The study found that majority of respondents (49.4% strongly agreed, 48.1% agreed) supported the idea that Technical and Financial Partnership with different countries in terms of investing in infrastructures and services (Financial services, Banks & Insurances) raise the access of Rwandan exports to foreign markets. The findings also revealed that majority of respondents have affirmed that Technical& financial partnership (assistance, Aid tourism contribute to the wealth creation. Among 81 respondents, 78 or 96.3% (53.1% strongly agreed and 43.2% agreed) agreed that it contribute on wealth creation. The findings showed that from 80 responses 77 or 96.25% supported the idea (38 strongly agree and 39 agree) that Common market through free movement of goods, services, People, capital, residence is increasing GDP per capita and Balance of Trade by allow foreigners in the Regional invest in Country and vice-versa.

Abstract: To analyse the contribution of Rwandan Foreign Policy Strategies and its Economic Development is pertinent to understand how Rwanda’s diplomacy has contributed to socioeconomic development of the nation. This study is important to various stakeholders in particular the Government of Rwanda, academicians, professionals and researchers. In this paper, researcher aimed at developing the notion conceptually. Specifically he built on the work of Nath, (2013), Kim. (2012), whom their works were based on the contribution of Strategic Partnership, regional, global to economic development. The target population was 214 from Public&Private Institutions. Primary data was collected using structured questionnaires. Secondary data was collected by reading and analyzing relevant books and journals. Data was analysed using descriptive and inferential statistics. In particular, regression analysis was carried out to investigate the relationship between hypothesized variables. The study found out that foreign policy strategy has a statistically significant effect on economic development in Rwanda (F=9.757, R² = 0.783, Sig=0.004<0.05). With a p-value of 0.002 < 0.05, it can be concluded that wealth creation strategy has a statistically significant effect on economic development of Rwanda (F=9.757, R² = 0.783 Sig=0.004 at α=0.05). With a pvalue of 0.003 < 0.05, it can be concluded that regional and global relationship strategy has a statistically significant effect on economic development of Rwanda (F=9.757, R² = 0.783, Sig=0.004 at α=0.05). With p-value of 0.002<0.05, it can be concluded that partnership strategy has a statistically significant effect on economic development in Rwanda (F=9.757, R² = 0.783, Sig=0.004 at α=0.05). The study established a positive contribution between foreign policy strategies and Economic Development in Rwanda. Therefore, the study recommends that partnership strategy should go hand in hand with economic diplomacy in order to attract foreign investors and enable strong trade negotiation for improving import and export promotion. Abstract: Foreign policy and economic development constitute vital part of harnessing the potential of new trade relationships, creating jobs and channeling investment to the world's poorest countries. Rwanda in an effort to maintain mutual technical and political cooperation, it has been trying to harmonize its foreign policy on partnership, regional and global relations besides wealth creation. This study looks at the contribution of foreign partnership policy on economic development at the prevailing political environment in Rwanda. Cross sectional survey design was used. The study used a target population of 462 and a sample size of 214 respondents determined by Yamane (1967) Formula. Data was collected using structured questionnaires and interview guides whose reliability and validity were tested at an index of 0.70 Cronbach's Alpha coefficient. Inferential statistics were analyzed using regression analysis. The hypotheses were tested using Pearson chi-square test of independence at a significance level of 0.05. The findings show that political environment had a significant moderating effect on the relationship between foreign partnership policy and economic development (R 2 =0.783, F (1, 213) = 9.757, p=0.003, α=0.05) with a predictor model (YGDP PER CAPITA = 2.265 + 0.769X1). The study thus concludes that the political environment in Rwanda, being stable, improves the contribution of foreign partnership policy on economic development in terms of Per Capita in Rwanda from β1 =0.755 (F=8.154, R² = 0.668, Sig=0.004 at α=0.05) to β1=0.769 (F=9.757, R² = 0.783 Sig=0.004 at ε=0.05). The study recommended that various stakeholder should work towards improving political stability in addition to enhancing various foreign partnership policies so as to realize better economic development in terms of Per Capita and Balance of Trade.

Aujourd’hui on se souvient l’un de fondateur des pacificateurs des droits de l'homme, influent dans la région Sud et Nord Kivu, RDC depuis 1975, le Prof. Dr. Rugema D. Muyombano qui été tué au Sud Kivu à cause de ses idéologies de lutter contre l'injustice et la criminalité aux certains tribus congolaise dans les parties différent de la République démocratique du Congo, plus speciallement au peuple qui parlé la langue de la region du Grand Lacs situe au Sud et au Nord Kivu.

Prof. Dr. Rugema D. Muyombano avec ses homologues notamment l’Hon. Isaac Fréderic Gisaro Muhoza, Député National de l’Anciens Zaire et Hon. Engenieur Barthélémy Bisengimana Rwema, ancien Directeur de la cabinet du President Mubutu Sese Seko ont changé tant de choses dont ils ont eu une réconnaissance officielle de certain tribus et leur langue Bantu approuvé par le President Mobutu lui-mȇme.

il occupa plusieur positions dans l’ancien gouvernement du president Mubutu Sese Seko et son Prédécesseurs President Laurent-Désiré Kabila et Joseph Kabila, là où apart d' ȇtre Doyen de la faculté de Sciences pendant 5 ans jusqu’en 1979, il devient l’Administrateur chargé des programmes Académique (Vice Recteur Académique) à l’ Université de Lovanium Kinshasa et encore en 1981, il devient l’administrateur des programmes Académique (Vice Recteur Académique) à l’ université de Lubumbashi.

En 1997, il a été nommé Sécretaire Générale au Ministère de l'Éducation qu’il a refusé et finallement il a accepté de devenir conseilleur en matiéré de Développement Socialles et Economique et en Politique dans la province du Sud Kivu. pendant la gouvernance du Laurent-Désiré Kabila et Joseph Kabila, Il n'a pas hésité de montre la Pauvreté qui se déroule dans le pays à cause de l' injustice au certain tribus dans la region du Sud et Nord Kivu.

En 1989, avec ses homologues comme Prof. Dr. Emmanuel Karume Bemba et les autres ont décidé de rentrer dans la région pour lutter contre le souci de l'éducation dans la région. Soutenu par l'Église catholique, ils ont commencé l’Université Catholique de Bukavu, là où il est devenue l’Administrateur chargé des programmes Académique (Vice Recteur Académique); plus tard il a aidé à commencer d’ autres Universités comme “Université libre des Pays des Grands Lacs” a Goma Nord Kivu en 1991 et “Université officielle de Bukavu” Sud Kivu en 1993.

Prof. Dr. Rugema Muyombano, est l’un des fondateurs principale d’un Organisation Régionale “KEEN ADVANCED INSTITUTE OF RESEARCH AND DEVELOPMENT” qui exercer ses activités des consultants en matiérè des Dévelopment Socio-Economique et Politique dans la région de Grand Lac (Kenya, Rwanda, Uganda, Tanzania, Burundi and Ethiopia) avec son siége au Nord Kivu-RCD.

Resume: Cette Etude scientifique a examiné la situation Géo-politico économique sur la crise entre la République Démocratique du Congo et la République du Rwanda. Les variations de la nature et de la puissance de la crise après le génocide perpétré contre les Tutsis au Rwanda ainsi que les conséquences directes de l’instabilité sécuritaire. Ce dernier a pour effet dans la dégradation socio-économique du pays hôte des génocidaires Rwandais. Dans cet Etude, le modèle de recherche utilisé est l’historique comparatif et l'approche qualitative transversale comme sujet systématique. L’approche utilisée pour décrire les expériences pratiques, exploration de la profondeur, de la richesse et de la complexité inhérente au phénomène avec son approche spécifique à l’étude du cas personnifie ou familiale et institutionnel avec la méthode observatoire directe. Une bonne partie de la population Congolaise et Rwandaise a été interviewé différemment sur leur point de vue à la crise géopolitique et économique sur la RDC-Rwanda. Le résultat similaire pour le groupe ci-haut cis-mentionné est seulement la volonté politique des responsables gouvernementaux.

Abstract: The main purpose of this study was to assess the effect of advancing technology on financial performance of Commercial Banks in East African community partner States, specifically; The study was guided by the following specific objectives: the role of Mobile advancing; the importance of Internet advancing; the impact of Electronic Card advancing both on financial performance of Commercial Banks in East African community partner States. Different methods and methodologies were used during this study. The Stratum sample size strategy has been used to determine which number of banks per States member of East African Countries should be obtains Data; with Stratum sample size mathematic formula, equally EAC States members provided their financial Institutions (Banks) accordingly such as 3 out of 12 Commercial Banks in Rwanda; 10 out of 48 Commercial Banks in Kenya; 8/35 Commercial Banks of Tanzania; 6 out of 25 Commercial Banks in Uganda; 5 out of /22 Commercial Banks in South Sudan and finally 2 out of 10 Commercial Banks in Burundi with the total Commercial Banks of 34 out of 152 were visited with an error of 15% and confidence coefficient of 85%. In this Study, the researchers brought out different interrogations on the Public part that providing additional energy to upkeep environment understanding on the level contributes technology advancing on achieving the expected customers and Banks Profitability and satisfaction; growing of Capital adequacy; availability of the Asset quality; customer and Banks Liquidity services and Risk management control of Commercial Banks. In the results found, 100% of the respondents confirmed that all the Commercial Banks in East African Community partner States are using mobile advancing system and more than majority 76% demonstrated that technology advancing system are contributing a lot on the Financial performance of Commercial Banks and a model on the best practices of using technology advancing in enhancing financial performance was determined by researchers that will continue being refer in East African community partner States.

The government of the Democratic Republic of Congo (DRC) have ordered a social networks blackout on Sunday 18th December 2016 until unknown date when in other hand will be the end of H.E Joseph Kabila, President of DRC mandate. The opposition coalition led by Étienne Tshisekedi has vowed to hit the streets to unseat him.
The government of the Democratic Republic of Congo has imposed an Internet blackout on the Country for a third straight day as protesters kept up pressure on President Joseph Kabila. The block spans content creation and information sharing platforms, including Facebook, WhatsApp, Instagram, Skype, Viber, Pinterest, YouTube, LinkedIn, among others. The government late Monday ordered telecommunications companies to sever all Internet and short-message services, after anti-government protests spread from the capital Kinshasa to the restive eastern Kivu provinces. At least 15 people have been killed since the protests erupted, said Information Minister Lambert Mende, who said most of the dead were looters. But the International Federation for Human Rights on Thursday put the number of the dead at 42. Mr. Mende disputed that figure. ‘Any elite move to displace Kabila could unleash unpredictable political and social forces. The country is ill-prepared to manage these peacefully.’
Critical Analysis
Internet is the control or suppression of what can be accessed, published, or viewed on the Internet enacted by regulators, or on their own initiative. Individuals and organizations may engage in self-censorship for moral, religious, or business reasons such as cooperative, association … to conform to societal norms, due to intimidation, or out of fear of legal or other consequences. The extent of Internet censorship varies on a country-to-country basis. While most democratic countries have moderate Internet censorship, other countries go as far as to limit the access of information such as news and suppress discussion among citizens. Internet also occurs in response to or in anticipation of events such as elections, protests, and riots. An example is the increased censorship due to the events of the Arab Spring. Other areas of censorship include copyrights, defamation, harassment, and obscene material.
Small but increasing group of Developing countries in particular third world countries governments to block social media during their elections services which those governments think that these should assist them to cut off the supply of cute kitten pictures particularly in the ‘said countries. Politically, Developing countries in particularly third world countries tweeters tend to be more political than tweeters in other blocs, according to research by Portland Communications and governments are blocking social media during elections most recently in currently countries in the election because they don’t want their population spread the information before their decisions making. For an indication of the political impact social media can make it and provide the realities or lies in some time. "Social media and media did not cause the 'Arab Spring' but helped to co-ordinate it," Arthur Goldstuck from technology market research company Worldwide Worx.
Governments do not say they are worried that social media could pave the way for popular protests or even a revolution. But security is often cited including in the order for mobile operators to stop services in some countries of third world countries. The advent of the mobile phone enabled local observer groups to collate the results from individual polling stations around the country and add them up to see if the results were being rigged.
If mobile phones don't work, this can no longer be done. However, results spread by opposition parties are also not necessarily accurate and third world countries’ experts insisted that social media use to be blocked during the election to "stop spreading lies". This can be one of the strategy that the DRCs government should use at least to support them particularly DRC 's Constitutional Court to command the stay on until a successor is elected and postpone the Elections till unknown date.
It's couldn’t be a surprise that Kabila's government is cracking down on social media, remember these tools of communication are the major tools of mobilising to date which can impact any government which don’t want to leave the place, in particularly social media  such as Facebook, Twitter, Skype, WhatsApp and These tools are the central to this protest movement, reason why DRC Government is trying to block them as quickly as they can can." Analytically, this is way of CITIZENS expressions stopped is  a restriction of freedom to express themselves and access information and communication even if you look on the community’s date that they want to have in their history, the 19th  December 2016 could be one of  their important date and people have the right to know what's going on.

Let remind you that this is not the first time the DRC government has resorted to imposing media blackouts because even in January 2015 the government shut down the internet and blocked SMS services for mobile phones throughout the country following deadly clashes with the police. "It's a reaction of urgency, emergency,"Usually, regimes which resort to internet censorship or blackout are mostly and more importantly preoccupied by the image they will have and also by the free flow of information, which will obviously tarnish their image."

The DRC is under the international spotlight, she points out. "So if they let images and photos flow freely, showing how their police are targeting civilians and unarmed protesters, even when accused of killing these people, obviously this will not be good for their image." Analysts warn that his potential ouster risks plunging the country into even deeper turmoil. “Any elite move to displace Kabila could unleash unpredictable political and social forces,” U.K.-based consultancy Oxford Analytical said in a note this week. “The country is ill-prepared to manage these peacefully.” The government’s decision to respond to the unrest by shutting down access to the Internet reflects its growing unease over the political situation. The drastic step offered a reminder of the challenges telecom companies face even as they step up efforts to do business in the mineral-rich but chaotic nation.
“We do not know at this stage when Internet services will be restored,” said Julian Eccles, spokesman for Luxembourg-based Millicom International, one of the telecom operators in the country. Richard Boorman, the spokesman for South Africa-based Vodacom Group Ltd. the largest telecom company in the country by subscription, said the move was taking a toll on the company’s operations. Millicom and Vodacom said they couldn’t immediately reveal losses suffered as a result of the shutdown. India-based Bharti Airtel, the other main operator, didn’t immediately return calls and emails seeking comment. The country’s decision to choke off Internet access entirely is unusual. Since Tuesday, voice rather than data has been Congo’s main mode of communication. Following the move, the protests have been more sporadic and less organized compared with earlier demonstrations, said government officials and witnesses.

Trump was the first reality TV star and the first non-politician since Dwight Eisenhower to win the nomination for president of a major political party but difficult to forget that he is the known business man and all is moving around Businesses either Geo-Political, economic, military and socio-development. He was the first to spend part of his campaign denying sexual assault allegations and clashing with the family of a fallen soldier and a Miss Universe. At 70, he is the oldest person in history to be elected US president.

May be we could also say that President to be Mr. Donald Trump was demonstrated the real face or image of the American majority vis a vis to their political parties responsibilities on their socio-economic development and International Political philosophy but in other hand we could add that it’s going to cost Mr. Trump to make sure American society, particularly those who did not vote for him to trust him as their president 

If we look on his speech, Mr. DonaldTrump copied and recast Ronald Reagan’s promise to make America great again. In four words it captured both pessimism and optimism, both fear and hope. The slogan harks back to a supposed golden age of greatness in the 1950s during the cold war period, perhaps or the 1980s and implies that it has been lost but then promises to restore it. It went straight to the gut, unlike rival Hillary Clinton’s website manifesto and more nuanced proposals.It was an appeal to the heart, not the head, in a country where patriotism should never be underestimated.

Within this analysis, allow us to add that whatever Mr. President to be (Trump) used to indicate during his campaign, was only political campaign which is allowed in political sciences for getting the majority American particularly old generation like what happened in Brexit who have been established their activities system long time ago and found it started to be enjoyed by the foreigners.

Take look on this statement given by Chris Matthews, a host on MSNBC, said in September: “A lot of this support for Trump, with all his flaws which he displays regularly, is about the country patriotic feelings people have, they feel like the country has been let down. Our elite leaders on issues like immigration, they don’t regulate any immigration it seems. They don’t regulate trade to our advantage, to the working man or working woman’s advantage. They take us into stupid wars. Their kids don’t fight but our kids do.

 Serious speaking I am not sure if as Mr. President to be used to say that he will ordering the migrate to leave the great Federal State power because of these two reasons
1.      Even if is becoming the Boss of United States of America, does mean that he should take decision without any approval of the Legislative power which is the USA Congress, as the Executive power manager should suggest if approved then he can have the said responsibility
2.      Remember USA is composed by the States which are also independent with their only leaders, system with the policy and strategies that assist them to grow their socioeconomic development that increase the welfare of the States ‘community; some of these state are managed in terms of economic and financial activities by these Migrate leaving with them

Development
In 2003 Trump became the host of the reality TV show The Apprentice, in which hopefuls competed for a chance to work for his organisation. For a decade millions of viewers were fed the idea of Trump as a successful businessman, a boss with the power to say: “You’re fired!” Trump biographer Gwenda Blair said: “It gave him 10 years of being in front of the American public being the boss, being CEO, hiring people, famously firing people, being the guy who can fix it, the one who knows everything, being the big authoritarian patriarchal guy. “I think that has imprinted on a lot of people, that they ‘trust’ him that makes him ‘trustworthy’. That combined with the reality TV phenomenon in which it became acceptable to have something that wasn’t really true. It legitimised a kind of a not-quite-true thing and shifted our idea of what’s an acceptable version of reality.” In the media age, Trump had accumulated not only financial capital but celebrity capital. On 8 November he cashed in.

The Republican recovery
Trump seemingly declared war on his own party. During and after a traumatic primary campaign, he attacked the Bush family, House speaker Paul Ryan, former nominees Mitt Romney and John McCain and many more. It was anything but a united front and it would normally have cost him in terms of a lack of organisational “ground game” or financial muscle.

But many Trump voters relished his attacks on the party establishment. They complained the the members of Congress they elected made promises they fail to keep. They noticed the years of deadlock and government shutdown and thirsted for change. So when Romney and company condemned him, it actually worked to his advantage as a rallying point for his supporters. He ripped up the rule book as the maverick outsider set to march on corrupt, do-nothing Washington.

And yet, at the same, the Republican national committee never lost faith in him. Chair Reince Priebus was quick to declare Trump the nominee and twist and turn and excuse his every misdemeanour. Chief strategist and communications director Sean Spicer aggressively pushed the Trump cause. Somehow, even as pieces of debris flew off in every direction, the party machinery kept working to deliver the unlikeliest of victories, and vindication for Priebus. 

Antithesis
Yes, the demographics were against him. When Obama was first elected in 2008, 74% of the total voter turnout was white. By 2012, this had fallen to 71%, and in 2016, it was expected to dip to 69%. After Romney’s defeat four years ago, a Republican autopsy report urged the party to reach out to women and minorities to survive; Trump did the exact opposite.

But other pressures were at work. The Democrats had held the White House for eight years. Clinton would have been the first candidate since George HW Bush in 1988 to extend one party’s hold for a third term. Even Obama’s high approval rating evidently did not dim the appetite for his direct opposite.

David Axelrod, mastermind of Obama’s election wins, wrote in the New York Times last January: “Open-seat presidential elections are shaped by perceptions of the style and personality of the outgoing incumbent. Voters rarely seek the replica of what they have. They almost always seek the remedy, the candidate who has the personal qualities the public finds lacking in the departing executive.”
He added: “Many Republicans view dimly the very qualities that played so well for Mr Obama in 2008. Deliberation is seen as hesitancy; patience as weakness. His call for tolerance and passionate embrace of America’s growing diversity inflame many in the Republican base, who view with suspicion and anger the rapidly changing demographics of America. The president’s emphasis on diplomacy is viewed as appeasement.
“So who among the Republicans is more the antithesis of Mr Obama than the trash-talking, authoritarian, give-no-quarter Mr Trump?”
A majority (56%) of white Americans including three in four (74%) of white evangelical Protestants said American society has changed for the worse since the 1950s in a recent survey by the Public Religion Research Institute.
Trump was the ultimate protest vote with obvious echoes of Brexit. Film-maker Michael Moore told NBC’s Meet the Press in October: “Across the Midwest, across the Rustbelt, I understand why a lot of people are angry. And they see Donald Trump as their human Molotov cocktail that they get to go into the voting booth on November 8 and throw him into our political system. I think they love the idea of blowing up the system.”
